When the classification step uses the Phrase Classify Engine, the output bases upon the candidate weights and/or phrase weights.
If the document contains a "forbidden" search phrase, the classification is set to No for this engine. Otherwise, the engine returns a classification value, generally between 0 and 100.
In all cases, weights are scaled by a factor of 100 to arrive at a classification value. If the sum is greater than 100, the classification value is set to 100.
