In Verifier, you can set the Automatically if more than N% invalid fields with Always prompt before adding option on the Self-Learning tab to define that a document is automatically added to the learnset when a certain percentage of the fields are invalid.
You can also set the Always prompt before adding option to be prompted whenever a document is added to the learnset.
