Solution:

  1. Navigate to Installation folder\Hyland RPA Conductor\Plugins.
  2. Delete the file config.xml.
  3. Open a PowerShell window with Administrator rights.
  4. Navigate to Installation folder\Hyland RPA Conductor.
  5. Execute the following command:
    Get-ChildItem -Path . -Recurse | Unblock-File
  6. Launch Hyland RPA Conductor.
