Agenda items can also be reordered under an agenda section by dragging-and-dropping:

If a meeting has been run in Minutes, you cannot drag-and-drop items or sections in the Agenda view, unless you have full administrator rights. Also, you cannot drag-and-drop motions or minutes in Agenda. If you need to rearrange motions and minutes, you must open the Minutes application and rearrange the items there instead.
