If you are having trouble with scheduled archival, first check the SharePoint Timer Service:

  1. Verify that the SharePoint Timer Service is running as a user with sufficient rights, such as a SharePoint administrative account. The Local System account lacks sufficient rights to use scheduled archival. The service is administered from the Windows Services console.
  2. Restart the SharePoint Timer Service. This service must be restarted after a new timer job is created.
