Beginning in OnBase Foundation EP5, new customers must use simplified licensing to access Plan Review functionality. Existing customers upgrading from a version of OnBase prior to OnBase Foundation EP5 can continue to use legacy licensing to access this functionality.

Licensing Requirements for Plan Review REST API portal:
- REST API calls must be performed by the same OnBase user that is configured for the Plan Review portal.
- The OnBase user should be assigned a Standard Name User Integration-only license.
- When calling the API, a user license will be consumed.
