The OnBase HL7 module can use assigning authorities to differentiate objects that have non-unique identifiers. An assigning authority identifies the system responsible for issuing the identifier. It provides a context within which the identifier is unique.
OnBase can use assigning authorities to differentiate overlapping MRNs, MPIs, and Chart IDs. For example, patient John Smith may have an MRN of M123 issued by assigning authority A1. Patient Jane Doe may have the same MRN issued by a different assigning authority, A2.

If OnBase is configured for assigning authorities, then two patients can have the same identifier as long as the assigning authorities are different.
