When logged in to the Client as an institutional user, the only forms available under File | New | Forms are the latest revisions of those Document Types for the institution you logged in to. If the Create New Form button is clicked, the form assigned to that button for the institution you are logged in to is displayed.
Data entry is not restricted on an institutional basis. Specifically, any value can be entered in any field, including the field mapped to the Institution # Keyword. If a value other than the value assigned to that institution is entered for the Institution # Keyword, the form is saved in the database but cannot be accessed from the Document Retrieval dialog box unless the user has sufficient rights to access documents for that institution.
