Respond can be accessed from the Office mode. To access Respond:

From the Cityworks default window (Office mode), click the drop-down arrow next
to the user name in the upper-right corner of the screen.

Click the Respond app icon to open up Cityworks in Respond.
To determine that you are in the correct mode, ensure that the Respond app is displayed on the left side of the screen.
