It is considered a best practice to create keywords using words that accomplish the following:

Are used to store and find documents pre- OnBase

Are likely to be useful in locating specific documents in OnBase

Are required for knowing what to do with a particular document or inquiry

That provide actionable information, describe steps in a process, or allow business processes to proceed
If a word does not meet one of the above criteria, it is considered a best practice to not create a keyword out of it. If you still want to create a keyword out of it, consider configuring the keyword as Not for Retrieval or Info Only.
