This dialog is displayed to prevent two people from attempting to install a license certificate simultaneously. The individual attempting to install a certificate when one is already in progress will see this dialog box.
In this case, if an individual sees this dialog box when initially installing a certificate, it is possible that someone else is already attempting to install the certificate. The individual who made the attempt when the installation was already in progress should not check the Override Database Lock check box.
To prevent this scenario, consider designating only one individual responsible for installing certificates.
This dialog box will also be displayed if Configuration unexpectedly closes or is subject to a power outage during the installation of a certificate. In this case, when the individual logs back on they will be prompted with this dialog box and realize that it is because of what just transpired, and not because another individual is trying to install a certificate simultaneously.
