Problem

0x80131700 error code when starting or configuring the Enterprise Single Sign-On Service using the BizTalk Server Configuration. Various error messages may be displayed.

Resolution

This issue can be related to .NET Framework 4.0. If you have already installed .NET Framework 4.0, install the update described in the following Microsoft KB article http://support.microsoft.com/kb/2252691.

If you have not previously installed .NET Framework 4.0, ensure that .NET Framework 3.5 and Visual Studio 2010 are installed on the workstation. Re-register SSOSQL.dll by opening a standard command prompt, typing regasm "C:\Program Files\Common Files\Enterprise Single Sign-On\SSOSQL.dll", and pressing the Enter key.
