To change the priority of a User Option Policy:

In the File menu, click Administration | User Option Policy Administration:

The User Option Policy Administration layout is displayed.
In the User Options Policies list, select the User Option Policy you would like to change the priority of:

Click the Priority button in the Edit ribbon group:

The Set Priority edit dialog is displayed:
Re-order the User Option Policies as needed.
