Depending on your configuration, existing notes applied to a document are displayed on the document.
Notes are displayed on documents as an icon:
To view the properties and contents of a note, hover over the note icon or double-click it to open it:

Any time or date in the note Auto-Name string (top line of the note header) respects the Windows Region and Language settings of the user creating the note at the time the note is created. The time and date in the third line of the note header respects the Windows Region and Language settings of the user currently viewing the note.
