Depending on how a web service was published, you may need to install it manually before you can consume it.

Web projects published to an installer must be installed using the generated installer file before they can be consumed. See Running the Setup Executable for more information.

Web projects published to the Application Server using Frictionless Hosting do not require additional installation steps. However, Frictionless Hosting must be enabled in order to publish web projects to the Application Server. See Using Frictionless Hosting for more information.
