You can move Groups and Operations within the same rule in a Designer pane. When you hover the pointer over the element, a dotted icon is displayed on the left. Hold the icon and drag it to the desired place within the rule..
Note:
The following limitations apply when moving groups or operations:

Operations cannot be moved outside of the Groups, but can be moved between Groups.

Groups cannot be nested under one another.
