This action creates an OnBase user from an external user request. It can only be executed on an external user request once.
Note:
The Create External User action is only available for Unity Life Cycles that route external user requests, and it can only be executed in the Unity Client.
Note:
In order to log on to the External Access Client with the created account, you must also execute the Set User Group action to assign the user to a User Group.
