Use the following procedure to setup the upgrade and create the IN_DB_UPGRADE_CONTROL_UPGRADE table, which contains the default parameter values used by the various upgrade procedures.
Note: For upgrades starting on schema versions less than 7.5.0.0 the
UPGRADE_SETUP command calls the SYNC_SETUP procedure to create the
IN_DB_UPGRADE_CONTROL_SYNC table, which contains the default parameter values used by
the various synchronization procedures.
